Office 365 Advanced Threat Protection licensing

We're trying to get anti-spam added to our Office 365 clients and ran into a snag. Supposedly there's a nonprofit price available for $0.60 per seat per month, but it only seems to work with the E3 subscription, which is itself $4.50 a month. We're on a mix of E1 and E2 (depreciated, need to move over) which are free. The $2.00 version of ATP seems to work with the E1 subscriptions but that's the for profit price and a bit of a barrier to entry.
I tried engaging Microsoft about it but got nowhere with the rep. Any ideas on how to make this work? We're open to trying other solutions but it'd be the most efficient to have it all in one location.
