    "Digital divide leaves DC residents at distinct disadvantage" defines the digital divide and lists who is affected in DC.

    "The ever-changing definition of the digital divide is dependent upon three characteristics: access, usability and empowerment."

    • Access - People can't afford technologies. If they can afford, they might lack broadband services.
    • Usability - Technology is complicated for some users. Basic technology literacy and skills are needed.
    • Empowerment - People need to make use of the opportunities technology provides.

    The digital divide affects low-income residents, people of color, and seniors in DC.
