I'd suggest giving 5-Calls a quick look as it's open sourced and would, should the workflow fit, help cut many recurring costs: 5 Calls

While it doesn't have integrated call tracking data features, it eliminates the data stewardship issue of having to store phone numbers. An option, if you want to pay for the phone calls, could be to have someone add a click to call button using Twilio (twilio.org has free starter credits for NPO/NGOs). 

A customized solution like this isn't as turn-key but might be a long-term solution that's cheaper and more flexible in the long-run.
